Russia’s President Vladimir Putin has extended an apology to Azerbaijan’s President Ilham Aliyev following the tragic downing of an Azerbaijan Airlines flight on December 25, which resulted in 38 fatalities. However, Putin stopped short of acknowledging Russia’s responsibility for the incident.
The Crash and Its Circumstances
The Azerbaijan Airlines jet, en route from Baku to Grozny, was reportedly struck by Russian air defense systems during Ukrainian drone attacks in the region. Forced to divert over the Caspian Sea, the plane crash-landed near Aktau, Kazakhstan.
Out of 67 passengers onboard, 38 lost their lives, most of them Azeri nationals. Survivors, mainly seated in the aircraft’s rear, reported hearing loud bangs before the crash.
Russian authorities cited Ukrainian drone activity over Grozny, Mozdok, and Vladikavkaz, claiming air defense systems were actively repelling the attacks during the incident.

In a phone call with President Aliyev, Putin expressed “deep and sincere condolences” but refrained from admitting direct Russian involvement. The Kremlin statement referred to the crash as a “tragic incident” occurring in Russian airspace amidst active defenses.
Meanwhile, Ukrainian President Volodymyr Zelensky condemned Russia’s explanations, stating the damage to the aircraft resembled that caused by air defense missile shrapnel. Zelensky demanded a thorough and transparent investigation.

Both Azerbaijan and Russian aviation authorities have launched investigations into the crash. Experts suspect GPS interference and shrapnel damage from missile blasts as contributing factors.
U.S. defense officials have also suggested Russian involvement, intensifying international scrutiny. In response, airlines from Azerbaijan have suspended flights to most Russian cities until the investigation concludes.
